Senator Kim Says Enough with Trump’s Lawlessness; Decisions of War Belong with Congress and the American People
November 6th, 2025
Delivering floor remarks, Senator Kim called on the Senate to vote to block further unauthorized military action against Venezuela by President Trump
WASHINGTON D.C. – Today, Senator Andy Kim (D-NJ) spoke on the Senate floor to reaffirm that decisions to use military force require congressional authorization and that no president, Donald Trump or another, can decide on their own to use our military to target or kill anyone they simply claim to be a threat. He pushed his Senate colleagues to uphold their responsibility to be a voice for the American people and vote to pass a War Powers Resolution that would block further strikes on Venezuela and prevent the President from escalating tensions that risk an all-out war in the region. Without the necessary legal basis or proper justification to Congress and the American people, President Trump has ordered the U.S. military to engage in 16 strikes in the Caribbean Sea and Eastern Pacific Ocean that have killed over 65 people since early September.

Key quotes from Senator Kim’s floor remarks as prepared:
“Mr. President, we are not powerless against this lawlessness – and that is why I rise today in support of this resolution… I rise because if we do not hold this president accountable, we abdicate our responsibility to be a voice for the American people and instead embolden Trump to intensify this conflict.”
“I rise because these actions could quickly escalate into a conflict that could destabilize the Western Hemisphere and would put the lives of American troops on the line.”
“And I rise because as we see this President abuse the fundamental trust and purpose of our powerful military, both abroad and here at home in our own cities, it is imperative that we push back against his relentless lawlessness.”
“We need to give that voice in this moment because this is a crisis that can spiral into a conflict, and from a conflict into an all-out war…The administration has even admitted they don’t know each individual identity of those targeted. To still execute lethal strikes is a reckless and dangerous use of our powerful military.”
“The American people don’t want us to start a war within Venezuela, and their voices should be heard, not ignored by this president.”
“Donald Trump thinks if he can do this in the Caribbean, he could do this on the streets of Chicago…We cannot be complacent as he already sends troops into our cities as a tool of intimidation against his political enemies.”
