Senator Kim Leads Legislation to Strengthen Cooperation with Indo-Pacific Allies and Bolster American Security and Stability

WASHINGTON, D.C. – Today, Senator Andy Kim (D-N.J.) introduced the Partnership for Indo-Pacific Industrial Resilience Authorization Act to establish a security cooperation initiative and help strengthen alliances and partnerships in the Indo-Pacific region that are critical to America’s continued economic prosperity and security.
“Our alliances and partnerships around the globe are one of the strongest tools we have to ensure a safe, prosperous, and secure future for our country,” said Senator Kim. “It is more important than ever that we bring these strategic relationships together and take advantage of this shared information and resources to support a resilient industrial base that protects Americans’ lives and interests long-term.”
The Partnership for Indo-Pacific Industrial Resilience Authorization Act aims to bolster supply chain security, expand industrial capacity and workforce while promoting co-development, and procurement of defense technologies across partner nations (including Japan, South Korea, Australia, India, and others). The legislation would strengthen collaboration between the United States and allied and partner nations in the Indo-Pacific by:
- Codifying a security cooperation initiative led by the Department of Defense, in coordination with the State Department, to strengthen collaboration and contributions to global defense industrial base resilience.
- The initiative would be a multilateral forum of 14 Indo-Pacific and Euro-Atlantic partners that engages with industry, capital providers, and non-government stakeholders.
- Authorizing key activities such as technical exchanges, joint R&D, industry engagement, and use of DoD funds for international cooperation and industrial base support.
- Requiring annual reports and briefings to Congress through 2031 on progress, shared vulnerabilities, joint initiatives, and recommendations for policy or resource changes.

Senator Kim has continued to emphasize his commitment to fostering the United States’ alliances and partnerships in the Indo-Pacific, including previously highlighting the economic benefit of cooperating on emerging technologies like AI to ensure a competitive edge over China. He has also outlined the dangers of the Trump administration’s policies that cut America off from both economic opportunity and critical security partnerships, warning that these policies risk turning America from being the indispensable nation into being the unreliable nation.
